Welcome to Public Works

We are a multi-purpose office and serve the citizens of Johnson County in many ways.
  • Issuing Development Permits for any new development (Including Mobile Homes) before construction begins in the unincorporated areas of Johnson County (outside the city limits) as part of the County's Floodplain Management responsibilities for FEMA. Please see definition of "development" below. The issuance of Development Permits may involve review of Form Board Surveys and Elevation Certificates per Johnson County Flood Damage Prevention Order of 2019. Development Permits are issued in two categories: Residential, Commercial.
  • Issuing permits for On-Site Sewage Facilities (OSSF's) as part of the County's responsibility as the Designated Representative for Texas Commission of Environmental Quality (TCEQ). This includes the review of applications and related planning materials, and inspections. In addition, Public Works is responsible for processing and investigation of non-compliant Septic System Complaints. To report a complaint, you may call our main office number or email in your complaint to development@johnsoncountytx.org.
  • Issuing permits for Road Bores.
  • Processing requests by Public Utility Companies to place solid objects in the Road Right of Way.
  • Issuing permits for Pipelines in Road Right-of-Ways.
  • Review of Subdivision applications and related documentation, subdivision plats, and engineering plans as well as drainage infrastructure and road construction inspection for subdivisions per the Subdivision Rules and Regulations of Johnson County, amended and approved February 12, 2024.
  • Assisting in the Transportation Planning for Johnson County including monitoring of projects under construction. Includes working with NCTCOG on transportation issues.
Processing of applications for Junkyards and Slaughterhouses for Commissioners' Court.

"Development" - means any man-made change to improved and unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials, Fences and fence-type walls located within the floodplain are included within this definition. (Per the Johnson County Flood Damage Prevention Order of 2019)
